Rivers State Administrator advocates Strict PPP compliance In Maritime Sector

Vice Admiral Ibok-Ete Ibas (retd), the Administrator of Rivers State, has underscored the urgency of enforcing Public-Private Partnership (PPP) agreements at the state’s sea ports to optimize their potential and stimulate economic development. Ibas made these remarks during a meeting with members of the House of Representatives Committee on Public Assets, led by Chairman Ademorin Kuye, on Wednesday.

In his address, Ibas pointed out that despite Rivers State’s vital position in maritime activities, oil and gas operations, and various industrial sectors, business growth has been stunted due to inadequate regulatory frameworks, a lack of accountability, and conflicting interests among stakeholders. He highlighted that key assets functioning under the PPP model in the state include the Onne Port Complex, oil and gas service zones, and certain segments of the Nigerian Ports Authority facilities. While some partnerships have boosted operational capabilities and revenue generation, others have fallen short due to poor regulatory practices and insufficient accountability, he noted.

Ibas called for a thorough evaluation of these assets to gain a clearer understanding of their conditions and to formulate a strategic plan for future improvements. He emphasized that the National Assembly could assist in refining current PPP agreements by promoting transparency, ensuring compliance with contractual terms, and enhancing monitoring mechanisms. The administrator reiterated the necessity of collaboration with national institutions like the National Assembly to fulfill his administration’s objectives. He urged for ongoing support to help steer Rivers State toward a future of peace, progress, and prosperity.
