Ahead of Full Operations, NNPC builds 150 million-litre storage for Port Harcourt refinery

The Nigerian National Petroleum Company Limited has built a 150 million-litre storage facility for the Port Harcourt Refining Company ahead of the plants’ full operation, the company announced on Wednesday.
It stated that the storage facility was built in Atlas Cove and that the company had inked Build, Operate, and Transfer agreements for the rehabilitation of pipelines and storage facilities around the country.
The Atlas Cove Jetty is a key NNPCL station for receiving and distributing petroleum products to western Nigeria, located inside the Tarkwa Bay boundaries in Lagos State.
The national oil company also stated in a DVD made available to our correspondent that its retail arm delivered approximately 14 billion litres of white products in 2023.
White products include Premium Motor Spirit, also known as petrol; Automotive Gas Oil, or diesel; and Dual Purpose Kerosene, often known as kerosene.
The corporation also announced that an aviation arm had been established to supply gasoline to three foreign flights, with plans to serve other aircraft in the future.
In describing its progress in the downstream industry in 2023, the business noted that “the directorate overseeing trading, shipping, refining, and retail witnessed extraordinary achievements.”
It went on to say that NNPC Ltd’s downstream division had a successful year in 2023, from negotiating crude oil swap arrangements to the mechanical completion of the Port Harcourt refinery.
The firm said, “A major breakthrough unfolded with the mechanical completion of the Port Harcourt refinery. As operations gradually pick up, efforts are on the way to ensure that the new Port Port Harcourt refinery, Kaduna and Warri refineries follow suit.”
It indicated that crucial infrastructure was being put in place before the Port Harcourt refinery’s full functioning.
In the documentary, the Managing Director of the Port Harcourt refinery, Ibrahim Onoja, said, “The rehabilitation is so structured. It is based on a very firm foundation that we knew from the beginning that it will deliver. We started this process by setting up a governance process to ensure that the rehabilitation is a success.”
The Federal Government announced on December 21, 2023, the mechanical completion of repair work at the Port Harcourt Refining Company’s Area-5 Plant in Rivers State.
It was reported at the time that the first phase of the plant had been finished and that the facility would begin refining 60,000 barrels of crude oil per day after the 2023 Christmas holiday.
The Port Harcourt Refinery, located in Nigeria’s oil-rich Niger Delta, has been in operation since 1965. The Alesa Eleme refinery complex is located in Rivers State, Nigeria, roughly 25 kilometres east of Port Harcourt.
In March 2021, the federal government approved a $1.5 billion budget for the refinery complex’s rehabilitation and upgrading.
The NNPCL announced earlier this month that it had begun supplying crude oil to the Port Harcourt refinery for testing purposes, as well as that it was looking for recognised and trustworthy operations and maintenance businesses to operate and maintain the plant.
Meanwhile, in a video released on Wednesday, the NNPCL declared that its downstream retail branch distributed 14 billion litres of fuel last year and that the corporation was expanding into the sale of aviation fuel.
The company stated, “NNPC Retail has rebranded its aviation services in order to expand its operations,” about JetA1, or aviation fuel supply. Since the establishment of NNPC Aviation, the business has partnered with more horrison companies and will supply gasoline to a number of airlines, such as British Airways, Qatar, and Air Morocco.
Right now, Nigeria only imports refined petroleum products from NNPCL. It is anticipated that refined products from the Port Harcourt and Dangote refineries will soon be available for purchase.
